A Law of the Republic of Lithuania on the restrictive measures in connection with military aggression against Ukraine is coming in force on 3rd May 2023. According to the Law acceptance of visa applications from the citizens of the Russian Federation and the Republic of Belarus by the visa services of the Republic of Lithuania abroad is suspended, with the exception of the cases when the Ministry of Foreign Affairs of the Republic of Lithuania acts as an intermediary in issuing visas.
During the period of validity of the restrictive measures the Ministry of Foreign Affairs mediates for the submission of visa applications of those citizens of Russian Federation and the Republic of Belarus whose right to apply for a visa is established by Lithuania's international obligations or obligations assumed at the time of accession to the European Union, e.g. for family members (spouses, underage children) of citizens of the Republic of Lithuania or citizens of the European Union, as well as for persons holding a certificate of Lithuanian origin or a certificate attesting the right to restore citizenship of the Republic of Lithuania and their family members. Mediation is also possible if the trip cannot be postponed (e.g. in the case of serious illness or death of a close relative) upon presentation of confirming documents.
During the period of validity of the restrictive measures, the acceptance of applications of citizens of the Russian Federation for temporary residence permits in the Republic of Lithuania through an external service provider abroad, selected by the Migration department under the Ministry of Interior, shall be mediated by an institution authorised by the Government of the Republic of Lithuania in the cases specified by the Government of the Republic of Lithuania.
